Mission

1. To ensure that the administration and supervision of the Health Benefits Program sponsored by the Federal Government of the United States of America for retired persons under their labor system remains in the Republic of Panama.

2. Ensure that the services are of a permanent nature as far as possible continuously, as they are opportunely offered in a comprehensive manner to the membership.

3. Ensure full and complete medical care that involves prevention, cure, rehabilitation and education in cases that merit and be feasible.

Purposes

1. The Association is a non-profit organization whose main union purpose is to unify the efforts of its members with taking care of their benefits and health, social and economic aspects that improve the individual and collective status of the membership.   To carry out this purpose, the Association may sponsor and supervise a group benefits program and may sponsor and / or supervise, within the respective legal and contractual framework, any other social, financial and benefit program that it deems beneficial to the needs and wishes of its members.

2. The Association sponsors and supervises a Health Benefits Plan for Federal Retirees, identified as the Benefit Plan for the Panama Canal Area and approved by the Office of Personnel Management of the United States of America (OPM) in Washington, DC.

Objectives

1. To achieve the maximum possible longevity of the presence of the Health Benefits Coverage Program in the Republic of Panama, for the membership.

2. Maintain effective and efficient coverage of the Group Life Insurance Policy for the benefit of the membership.
3. Of a social nature, to provide an opportunity to live with decorum and dignity.

4. Of a humanitarian nature, to provide the minimum solidarity relief necessary in moments of pain, illness or death.
